Here is a basic list to get started (for the budget challenged):

The Basics
Flats (number depends on how often you wash and the age of the child)*
Covers (this again depends on how often you wash and the age of the child)*
Covered Hamper (no liners needed, just wipe down when dirty)
Wet Bag (medium for diaper bag)
Cloth Diaper Safe Rash Cream
Snappis OR Pins OR Boingos (1 set for fastening, and 1 for backup)
Cloth Wipes (easy solution= baby washcloths)
Cloth Wipe Solution (water in a spray bottle or make your own solution)
Storage (re-purpose something you already have)
Tide (original powder)

Niceties
Pail Liners (2- 1 for the pail and 1 in the wash)
Liners (flannel or disposables, or both)
Prefolds

Luxuries
Diaper Sprayer
CD detergent
All-In-Ones, All-In-Twos, Pocket Diapers

12 Flats, Prefolds, etc. for a newborn per day
9 Flats, Prefolds, etc. for a 3 months plus per day
6-8 Flats, Prefolds, etc. for a 10 months plus per day

2 Covers for all ages IF willing to wash as soon as they get dirty
4 Covers for newborns- 4 months, per day
3 Covers for 4 months plus, per day
